It is actually blocked from the newspaper‘s side and not from within the EU, but yeah, the outgrowth of this is annoying in any case.

It's a local newspaper's site. They probably decided it was more cost-effective to block European access than to figure out how to be compliant.

The Eagle Tribune was formed by the merger of the Tribune and the Eagle. I've always been disappointed they didn't call it the Tribble.
